Opened up the client credentials OAuth flow for all apps
Revised the authorization UI for the communities:manage scope for multi-selecting communities with checkboxes. When requesting authorization for someone who previously provided it, the authorization UI will still be presented when communities:manage is present to allow changes to the list of shared communities (previously, we redirected and didn't allow changes).
